HybridFlow-inspired T0→T1→T2→T3 routing (T3 feature-flagged, disabled by default). Three-layer memory: operational events + Neo4j graph + Obsidian narrative. 9 phases with concrete exit criteria and metrics per phase — not shipped until proven.
